These are participants who are either carrying out low-emission generation, demand side abatement (energy efficiency) programs, carbon sequestration in forests and reduction of greenhouse gas emissions from a range of non-electricity related industrial processes by large electricity users.
The Scheme allows for the creation of abatement certificates by accredited abatement certificate providers who carry out one or more of the following abatement activities:
- Low-emission generation of electricity (Generation)
- Activities that result in reduced consumption of electricity (Demand Side Abatement )
- The capture of carbon from the atmosphere in forests (Carbon Sequestration)
- Activities carried out by elective participants that reduce on-site emissions not directly related to electricity consumption (Large User Abatement)
Persons may participate in the Scheme as abatement certificate providers by carrying out abatement activities under the Greenhouse Gas Benchmark Rules.
If the project is not yet operational, persons should apply for accreditation using the application form for future projects.
If the project is operational (existing project) the application form for the Scheme Rule which is appropriate to the project should be used. There are four Rules that apply to abatement activities allowed in the Scheme. These are:
- Greenhouse Gas Benchmark (Generation) No.2 of 2003 - the Generation Rule
- Greenhouse Gas Benchmark (Demand Side Abatement) No.3 of 2003 - the DSA Rule
- Greenhouse Gas Benchmark Rule (Large User Abatement Certificates) No.4 of 2003 - the LUAC Rule
- Greenhouse Gas Benchmark Rule (Carbon Sequestration) No.5 of 2003 - the Carbon Sequestration Rule
A party seeking accreditation must apply to the Scheme Administrator under one of four relevant Greenhouse Gas Benchmark Rules. The application process for accreditation is outlined below:
